In the Finnish capital Helsinki has opened a European centre to counter hybrid threats. It is reported Yle.fi.

In the new structure involving 12 countries: Finland, Sweden, Norway, USA, France, Germany, UK, Spain, Poland, Estonia, Latvia and Lithuania. It is expected that future work will be joined by other States. Center for hybrid threats also works closely with the European Union and NATO.

The representatives said that the purpose of its activities is not a direct reflection attacks, and research, holding of joint exercises and information sharing, combating terrorist and criminal organizations.

Speaking at a special seminar dedicated to the opening of the center, Deputy Secretary General of NATO Arndt Freytag von Loringhoven mentioned only one state. “Russia is one of the main countries for which we observe. As examples of [threats] can lead to the annexation of Crimea and events in Eastern Ukraine and attacks against the Democratic party of the United States. Russia is one of the main sources [of danger], but not the only one,” said he.

On March 3, Deputy Supreme commander of the United armed forces of NATO in Europe General Adrian Bradshaw said that the actions that Russia has taken against the US during the presidential elections in 2016, can be regarded as an act of aggression.

“This is a political decision, but I do not exclude that naked aggression, albeit without the use of conventional weapons, may result in the application of the fifth article,” — said General on the situation in the Treaty establishing NATO, which interprets an attack on one member as an attack on all its members. He also said that Russia represents a hybrid threat to member countries of the Alliance.
