In the state Duma introduced a bill authorizing the transfer of the school year
MOSCOW, 29 Sep — RIA Novosti. Deputies from the LDPR faction in the Duma introduced a bill according to which proposed to allow municipalities to transfer the beginning of the school year 1 September to 1 October.
Deputies from the LDPR faction Mikhail Degtyarev, Boris Chernyshov and Vadim Denikin made a bill to the electronic database of the lower house of Parliament on Tuesday.
“The bill proposes to consolidate the local authorities of the municipality the right to postpone the academic year in educational institutions on October 1. Thus, the date of September 1 will be stored as General date of the beginning of the school year, but municipalities will be given the opportunity to carry it just depending on objective conditions”, — reported in the explanatory note of the bill.
As noted by parliamentarians, the establishment of September 1 as a start date of the school year “is based on a long tradition of unity of command and egalitarian uniformity, enhanced establishment on that date of celebration of knowledge Day”. However, the vast geography of Russia, the diversity of climatic, ethnic, social and other characteristics objectively cause a different approach to determining the start date of the school year, according to deputies.
“The bill will allow for a more flexible approach to the solution of the question of the beginning and end of the school year in educational institutions, based on the climatic, national and other characteristics of a particular municipality, as well as more efficient use of the warm time of the year for recreation of children,” say the authors.
