MOSCOW, August 28. /TASS/. The experts of the Foundation for civil society development (Fcsd) believe that candidates on a post of the head of the region from the parties represented in the quarters of the municipal councils, should be exempt from passing the so-called municipal filter. Also, the Fund proposes to prohibit candidates for Governor to collect and submit to the electoral commissions more signatures of the team than is required for registration.
