The regions prepare the rules of temporary seizure powers.
The powers of the regions can be transferred to the Federal level if necessary for security, implementation of international obligations or will reduce expenditures. The powers can be withdrawn if the subject is unable to perform them because of “natural disasters, catastrophes or other emergency” if it is determined by “ensuring the country’s defence and state security” and the need to “implement an international or national events.” The basis for removal will also be a violation of their implementation or the possibility to reduce the expenditures of the Federal and regional budgets. If these powers were “subdelivery” region at the municipal level, they will also be removed.
The white house announced the inventory of powers of subjects of the Russian Federation a year ago. Representing in the Federation Council (SF) foundations of regional policy, Deputy Prime Minister Dmitry Kozak called the main problem the lack of resources: “increasingly, the regions propose to return to the Federal level a number of powers, especially of a social nature, in connection with insufficiency of resources.” Mr Kozak said that “regions perform more than 500 of the authority that passed a variety of laws without a certain status and sources of funding: whether they are private and are performed at the expense of regional budgets, or delegated and shall be financed from the Federal budget.”
Prior to that, senators, citing data from the Ministry of justice, pointed out that the regions perform about 400 own and delegated Central powers, and their number in ten years has increased almost twice, and without the transmission of “sufficient sources of financial support”.
