The Federation Council at the final spring session meeting on Tuesday approved the law on introduction of criminal liability for the so-called carousel in the elections.
The law amends the criminal code of the Russian Federation relating to the establishment of responsibility for illegal issuance and receipt of the ballot, ballot for referendum.
These amendments stipulate that, “for the issuance of a member of electoral Commission citizen of ballots for voting instead of other voters or voting more than two times during the voting or the results for completed ballots is punishable with a fine from 200 thousand to 500 thousand rubles or the salary or other income of a convict for a period from 18 months to three years, or compulsory works for a term up to 4 years or the maximum penalty is deprivation of liberty for a term up to four years.”
For obtaining citizen ballots for voting instead of other voters or to participate more than two times in the vote is sanctioned with a fine from 100 thousand to 300 thousand rubles or the salary or other income of a convict for a period from one year to two years, or compulsory works for a term up to three years or the maximum penalty is deprivation of liberty for a term up to three years.
In the case of the group nature of the crime or by prior arrangement is the maximum criminal liability – a fine of 400 thousand to 700 thousand rubles or the salary or other income of a convict for a period from two to four years, or obligatory works for the term up to 480 hours, or correctional labor for a term not exceeding two years, or compulsory works for a term up to five years, or deprivation of liberty for a term up to five years.
The same penalties established for such violations during the voting in the referendum.
