Putin: we need to solve the problems of citizens who are illegal immigrants in 2002

The problems of the citizens, appeared in 2002 in the status of illegal immigrants after the adoption of the law on citizenship, need to be addressed, said the President of the Russian Federation Vladimir Putin.

During the meeting of the Council under the RF President on interethnic relations Chairman of the Supreme Council of the Russian public movement “Russian Congress of peoples of the Caucasus” Aslambek Paskachev noted that after the adoption in 2002 of the law on citizenship of the order of 100 thousand people “were thrown overboard” because of the fact that the people coming in this year in Russia, are unable to obtain permission to stay in the country or citizenship after the adoption of the law on citizenship.

“It’s mostly Russian, who, because of violation of terms was, in fact, illegal. Expel them nowhere, because the citizenship they are already there, and socialization we are not able to exercise. As a result, the children and grandchildren they have, and they’re illegals. In 2002, 62 Federal law on citizenship provides for the slightest violation of all closed and entry, and, of course, of any nationality. They thought I would come sign up, get citizenship and changed the citizenship,” he said.

The chief of head Department for migration Affairs of the Ministry of internal Affairs Olga Kirillova added that indeed there is a problem. “This applies to categories coming from different regions, and indeed after 2002, those who got no legal mechanisms to date to resolve the status. In addition, Paskachev raised the issue of lack of registration of stateless persons trapped in places of deprivation of liberty. “We don’t know how many of them we have no account… I Have a request for you to reveal how many of such persons, and make them specifically for certain decisions,” he said of the President.

“We are talking about those who do not have the citizenship of another state, and upon release from prison they really have nowhere to be deported, they “crash” in Russia, it does not have the ability, they have no document or to obtain a passport or to obtain a work permit,” — said Kirillov.

“Well, we’ll look into, I agree. Is the problem”, — Putin said.

The paskachev also asked the President to consider the creation of a separate migration code. “There is the same Tax code. And we have different laws, often they are not always correlated, and migration (code) would help to bring all laws into a single code,” — said Putin.
