Mizulina re-introduced to the state Duma a bill to ban the baby boxes

MOSCOW, July 20. /TASS/. Senator Elena Mizulina on Thursday re-introduced to the state Duma a bill which proposes to ban new in Russia baby-boxes — a specially equipped place with the cradle, where the mother, who decided to abandon the child can leave.

“The very existence of the possibility of impunity to keep a newborn baby inevitably stimulates the growth of child abandonment. This is an extremely dangerous trend, not to mention ethical, and moral aspects. As earlier I have introduced the bill was rejected by MPs in violation of the rules, I decided to make it again and this time I count on an open discussion. The only way we will be able to get an objective answer to the question, you need a law or not” — quoted by Mizulina’s press service.

Yesterday at plenary session deputies of the state Duma rejected a bill Mizulina to ban the baby boxes. According to her, there is a “gross violation of the regulations and its constitutional rights as a parliamentarian,” as the document was considered “without discussion and without an invitation.”

“I was ready for the discussion, was ready to hear arguments against it to begin a joint search for solutions to the problem, without stimulating the growth of newborn,” said the Senator.

The bill, which was introduced Mizulina, provides for administrative liability of legal persons for the establishment of baby-boxes. Their proposed fine in the amount from 1 million to 5 million rubles, or to suspend the activity of the legal entity for up to 90 days for the creation of a legal entity such places for children.
