Paris believes that Moscow should condemn the decision about creation in the Donbass region of the new state — of the Ukraine. This was stated at a briefing on Tuesday, July 18, a spokesman for the French foreign Ministry, Agnes Romat-‘espagne, reports RIA Novosti.

“We urge Russia to condemn the fact that violate the Minsk agreement and to betray the spirit of the talks in the “Normandy format”. Russia should intensify efforts to achieve the cessation of conflict,” the diplomat said.

According to her, the Minsk agreement is the only accepted by the parties the basis for the peaceful resolution of the crisis. Romat-‘espagne also stressed that France is in favour of the restoration of the sovereignty and territorial integrity of Ukraine.

At the same time, the press service of the Cabinet of Germany called totally unacceptable the creation of a new state on the territory of Donbass.

On the establishment of the Ukraine on the territory of the breakaway Donetsk and Lugansk national republics (DND and LNR) earlier on July 18, announced the head of the DND Alexander Zakharchenko. He stressed that Ukraine in its present form “cannot be repaired”, and the situation in the Donbas came to a dead end.

The Chairman of the people’s Council LNR Vladimir Degtyarenko said that the delegates of the Republic did not participate in the meeting of representatives of the regions of Ukraine in Donetsk, which adopted the decision to establish the new state.

The armed conflict in the Donbass began in the spring of 2014 after the attempt of the new Kiev authorities the power to suppress speech in the Donetsk and Lugansk regions. To resolve the situation in February 2015, the leaders of the “Normandy Quartet” (Russia, Germany, France, Ukraine) signed the Minsk agreement. The measures provide for, in particular, the cease-fire, the holding of local elections in the Donbass and the constitutional reform granting the region a special status.
