A bill to remove information from social networks approved by the Committee of the state Duma

The parliamentary Committee on information policy recommended the state Duma to adopt in the first reading the bill obliging the social network to remove illegal information at the request of users. The authors of the initiative deputies from “United Russia” Sergei Boyarsky and Andrey Alshevskih.

The bill on social networks and messengers made by the legislature last week, it was about “organizers of information distribution” with an audience of more than 2 million people. They need to remove information which is “clearly aimed at propaganda of war, incitement to national, racial or religious hatred and enmity” and “inaccurate and (or) discrediting the honor and dignity of another person or his reputation information” and “information, distribution of which criminal or administrative liability”. The deputies offered to establish liability for failure to remove such content from social networks:

individuals, in their opinion, have to pay fines from 3 million to 5 million rubles, legal entities — from 30 million to 50 million rubles.

The government generally supported the concept of the bill, but saw in the proposed amendments a lot of shortcomings. In particular, it is necessary to specify what kind of information social networks and instant messengers will remove at the request of users, to define the term “false information” to explain the term “operator of a social network” and to prescribe the method of counting the number of users of the social network.
