In Moscow, arrested two colonels from the Central apparatus of the Federal security service. According to “Kommersant”, the officers are accused of extortion of bribes for the security of the main Directorate for servicing the diplomatic corps (GlavUpDK) at the Ministry of foreign Affairs of Russia and its clients.
The defendants — chief of one of services of Central office of FSB Andrey Kuternin and his Deputy Alexei Kostenkov, the newspaper said. According to investigators, they received about one million rubles from the head of the private security enterprise (chop) for the conclusion of the contract on 113 million for the protection of objects of GlavUpDK.
CEO of chop Gleb Snitsarev, in turn, has addressed in Department of own safety (USB) the FSB working for the prevention and detection of crimes among employees of special services. According to a top Manager, the first 200 thousand roubles, he gave the colonels in October 2016 during the preparation of the contract between his company and the GlavUpDK. Later Snitsarev several times paid officers. The last envelope with the money was transferred Kostenkova already under control of employees of USB of the FSB.
Detained red-handed by the security forces decided to cooperate with the investigation and took the envelope to the office of his superior. He came to work and saw the money and staff, said it was a provocation, indicated by the “Kommersant”. Despite the arguments Kuternin, the investigation and the military court didn’t believe him, and the Colonel was remanded in custody. Kostenkov, first under house arrest, and later because of several violations, was transferred to the detention center.
GlavUpDK under MFA of Russia is a commercial enterprise that supports diplomatic and other foreign missions in Moscow. In particular, management provides rental of residential and office properties, provides medical services organizes business and entertainment events.
