The story on regional air caused the Federal response

The leadership of “United Russia” promised to deal with the regional deputies, who decided to raise their own salaries. The Deputy of the state Duma from region Raisa Karmazina has declared that decent wages — “this is an important anti-corruption element”. The scandal erupted because of the plot at the Krasnoyarsk television about the double indexation of salaries of deputies of the legislative Assembly.

The first Deputy Chairman of the faction “United Russia” in the state Duma Raisa Karmazina, elected from the Krasnoyarsk region, said that the party will investigate the “sensational stories with a twofold increase of wages” of the members of the legislative Assembly. The occasion was a plot on Krasnoyarsk TV channel TVK: television presenter congratulated the regional MPs with a two-fold increase of salaries: “you Guys are just handsome! Wanted to raise the the physicians and raised myself.” The decision of the parliamentarians adopted unanimously. At the end of June the document was signed by Governor Victor Tolokonsky. The plot drew the attention of the Deputy of the state Duma — the Deputy Secretary General Council of “United Russia” Yevgeny Revenko.

“The law was made public, it applies to all persons holding gosdolzhnosti region. While MPs receive a salary, only 35 (most of the MPs in the legislative Assembly 52.— “Kommersant”)”,— told “Kommersant” Deputy head of the office for the information of the legislative Assembly of the region Vladimir Koretsky. Wages have not been adjusted for a long time, and it is one of the lowest in Russia, he says. The law “only provides the opportunity for monetary reward to pay other monetary encouragement”, he said. “For example, the salary of deputies of the state Duma and members of Russian government, on average, five times more than the salaries of Ministers and deputies of the region,” said Mr. Koretsky.

According to one of the deputies of the legislative Assembly, the initiators of change “referred to the fact that 11 years have not been a salary increase”. The Deputy of legislative Assembly notes: the average salary of those working in non-exempt basis — about 40 thousand rubles, and taking into account allowances, which are paid usually on a monthly basis— about 100 thousand rubles. “we are Talking about increasing these allowances. Amendments to the law on the average wage will increase to 160-200 thousand rubles. But the payment of such fees is at the discretion of the employer”,— said the interlocutor of Kommersant.

According Krasnodarstata for July 2016 in the region, there were 51.1 per thousand employees of state authorities and local self-government. The average monthly salary of civil servants amounted to 43.3 thousand rubles (plus of 7.6% compared to January—June 2015). Including in the legislature — 59,2 thousand RUB (plus 2.5%), Executive — 42,8 thousand rubles. (plus 6%).

“Much or little they get is a separate question,— says Raisa Karmazina.— I am convinced that the worthy salary of the official is also an important anti-corruption element”. United Russia believes that the “media coverage” rose from the fact that colleagues are not held on time, “public discussion” of the issue. The consultant of the Deputy of legislative Assembly of Krasnoyarsk region Sergey Tolmachev said that initiated the bill Committee of the Parliament came from the fact that salaries will be increased all civil servants: “the Project was passed. But in the summer it’s proved to be a good information occasion is available”.

“This decision can be regarded as a feast during the plague, given the budget deficit, national debt of about 100 billion rubles”,— said the Deputy of the Krasnoyarsk legislative Assembly Ivan Serebryakov from “Patriots of Russia” (he is behind the amendments to the law did not vote). He believes that the initiative appeared to increase the loyalty of the deputies. “By autumn, when they amended the budget, increasing wages will not cause such a stir,”— said the MP.

Note that regional elections this year in the region, ahead only of the municipal campaign, for example, in Norilsk.
