MOSCOW, 7 July. /TASS/. The state Duma on Friday passed in the second, mainly reading the draft law on raising three times the threshold of debt that the bailiffs restricted to travel abroad.

The relevant amendments to the law “On enforcement proceedings”. According to the amendments, the threshold for debt after which come the restrictions on travel abroad increased from 10 thousand to 30 thousand rbl. At the same time saying that these rules would relate to child support debtors, for compensation for damage to health or damages in connection with the death of a breadwinner, as well as material and moral damage. For these cases, the strap remains the same — 10 thousand rubles.

It is also noted that in the case of non-payment of arrears within two months from the date of expiry of the voluntary repayment of the bailiff can re-establish the threshold limit for travel abroad in the amount of 10 thousand rubles.

In addition, as Chairman of the Duma Committee on state construction and legislation Pavel Krasheninnikov, the bill introduces a mechanism, allowing in the shortest possible time to cancel the restriction on travel abroad after the payment of debt under a court order.

“Under current law, lifting the ban on leaving the country takes a long time. The decision to cancel the ban only accepts the bailiff, which it established in the Executive production, which he leads. As a result, many citizens have paid the debt, just can’t leave the country, violating their plans, disrupting work and family Affairs, travel, leisure, treatment,” said Krasheninnikov.

Now in the wording of the second reading of the bill proposed to provide the functions of lifting the ban on departure of the debtor to pay the debt, the bailiffs-performers of the Central apparatus of the Federal service of bailiffs. “They will have not later than one day following the day of placing in the State information system on state and municipal payments information about payment by the person of the debt under the writ of execution, to order the removal of restrictions on travel, and in electronic form,” — said the head of the Committee.

The new rules can enter into force from 1 October 2017. “They can even be applied to the decisions on travel restrictions that were adopted against the debtors before the entry into force of the law”, — concluded Krasheninnikov.
