The newspaper spoke about a possible postponement of the implementation of the “law of Spring”

The entry into force of the so-called “law of Spring” can be carried forward for five years — from 2018 to 2023. On Monday, July 3, the newspaper “Vedomosti”.

As noted, the governmental Commission on legislative activities has considered the positive opinion on the amendments, submitted by Senator Anton Belyakov and Deputy Oleg Shein, who proposed to postpone the introduction of a package of laws in force.

The decision to transfer the Commission has not yet adopted, the opinion will be discussed.

The interlocutors of “Vedomosti” indicate that the authors were given time for revision of their document. It is also noted that the comment to the project was expressed by the representative of the FSB.

One of the sources of the newspaper said that that opinion needs to be refined means, in practice, that overall, the project was approved, but needs to be clarified. This is due to the fact that the phased introduction of this law may commence on 1 July 2018.

Anti-terrorism package of laws was developed by state Duma Deputy Irina Yarovaya, together with the head of the Federation Council Committee on defense and security Viktor Ozerov, was passed by the Parliament on 24 June 2016. In early July of the same year it was signed by President Vladimir Putin.

The law obliges telecommunications operators within three years to keep on the territory of Russia information about the facts of reception and transmission of calls, text messages, pictures, sounds and videos. Records of conversations and correspondence must be kept up to 6 months. Law enforcement agencies had the opportunity to request information about the citizens, the FSB ordered the messengers and social networks to provide encryption keys.
