The interior Ministry offered to send migrants to the far East

Moscow, June 30 – “News.Economy.” The Ministry of internal Affairs (MIA) has developed a draft concept of migration policy in 2018-2020 the Document envisages, in particular, stimulate the relocation of migrants in the regions of lake Baikal and the Far East.

President Vladimir Putin earlier approved the concept of state migration policy until 2025, the Ministry of internal Affairs proposes to expand the powers of the regions “to encourage the immigrant populations in deficient regions regions with unfavorable demographic situation, the regions of the Far East and the Baikal region”. In the project of the concept noted that it is necessary to create a new order of regulation of number of visitors who temporarily or permanently reside in a particular subject of Russia. The concept aims to provide national security and public safety, convenience and welfare of the population, and to facilitate demographic and socio-economic development of the country. Under the new system immigrants must obtain a permit for temporary residence in the regions in which the infrastructure is created, in-demand occupations of immigrants in the labour market. Authorities should take account of the demographic situation in the regions. MIA emphasizes that it is necessary to improve the procedure for issuing temporary residence permits, and to develop ways of attracting migrants into the country, to consider the possibility of the selection of foreign nationals employment prior to arrival in Russia. The number of migrants in Russia increased 2012-2016 by half, the proportion of internal migrants averaged 88%, the share of immigrants – 12%. The annual migration gain is an average of 280 thousand persons a year. Now in Russia there are about 14 million foreign citizens.
