The Registrar did not fit form. The Finance Ministry proposes to postpone the launch of a unified electronic population database

The introduction of the single electronic register of acts of civil status, which at the Federal level will consolidate all the fragmented information about citizens, has been delayed. As the Ministry of justice has not developed a common format for conversion of paper documents into electronic form has already been digitized multi-format information can not be consolidated. Therefore, the Finance Ministry proposes to transfer him from the Ministry of justice the authority to establish these requirements, and also migrate for eight months as the deadline for the transfer of Assembly books in electronic form and the date of the launch of the unified register.

To change the order of the preparation of the unified state register of records of acts of civil status (ZAGS) of the Ministry of Finance proposes in the bill, released yesterday on the portal regulation.gov.ru.

We will remind, in 2016, the state Duma adopted a law providing for the establishment of a Federal resource, which is planned to include basic information about the person (name, surname, date and place of birth for the deceased and date of death), the basic identifiers of other resources, INN, SNILS, passport number and driving license. The operator of the establishment and operation of the system was appointed on.

According to the law, electronic documents have the Registrar’s office will be equivalent to documents made on paper (see “Kommersant” on 27 June 2016). To create a registry work has begun on the digitization of all civil status documents stored on paper. It must be completed before 31 December 2019. A fully unified database of information about the population of the Russian Federation had to earn by 2025.

As follows from the explanatory note to the draft amendments of the Ministry of Finance, the Ministry of justice has still not approved the requirements to the formats of electronic records of acts of civil status.

Because of this, developers of information systems have begun to digitize database of documents, using different formats, and now the recording can’t be used for making in the unified registry. Therefore, the Finance Ministry proposes to transfer his powers to form document requirements.

The Agency also proposes to move the date of the transfer into electronic format of Assembly books of the Registrar. The Department believes that the deadline should be postponed from 31 December 2019 to 31 August 2020.

The Ministry of Finance also proposes to move for eight months of the beginning of the operation of the rules on the conduct of the unified register until 1 September 2018, and the process of optimization of procedures of rendering state services for registration of acts of civil status — 1 September 2020.

“To create such a registry has already tried repeatedly, but lacked the interdepartmental coordination between the Ministry of Finance and the Ministry of justice,” — said the source “Kommersant” in the government.

Meanwhile, as reported by “Kommersant” on the service while acting within prescribed deadlines. “July 1 starts the second stage pilot operation”, — noted in the tax office.

As reported by “Kommersant” in the Pension Fund (PFR), the start of operation of the Unified state information system of social security (EGISTO) (other global framework is needed to organize the application of measures of social protection) does not depend on the start of a single registry, but “it will certainly help to remove the burden on citizens and Fund the provision of public services”.
