In Kiev, developed a new plan for the “peaceful reintegration” of the DNI and LC

As it became known “Kommersant”, prepared in the administration of the President of Ukraine Petro Poroshenko, the bill provides for the termination of the “antiterrorist operation” (ATO) and the “peaceful reintegration” of Donbass.

Special Operation “Reintegration”

The fact that the bill about “reintegration of the occupied territories of Donbass” has to be taken in the near future, said the end of last week, the President Poroshenko during a visit to Kiev-controlled areas of the Donetsk region. According to the head of the Ukrainian state, a document that is developed on his behalf, “provides a number of activities and steps that need to be implemented to enhance reintegration.”

First Deputy Chairman of the Verkhovna Rada Irina Gerashchenko, representing the Pro-presidential “Block Poroshenko” (BPP), confirmed that the document will be submitted to Parliament soon.

Interviewed by “Kommersant” deputies and experts in Kiev drew attention to the fact that the new integration initiative made for many unexpected (given the situation in the so-called ATO zone), was made public in a matter of days before the scheduled for this week’s visit of President Poroshenko in Washington and his first meeting with Donald trump.

MP from the Radical party Igor Popov explains the actions of the presidential camp: “the decision about the reintegration of Donbass is an attempt of the Ukrainian authorities to meet the wishes of one of the groups of influence in Washington.” Another member of Parliament, representing the fraction of the PPO and who requested anonymity, calls to bring the situation to the bride of Petro Poroshenko in Washington and considers the initiative of the head of state a new attempt to develop and implement “a strategy to return Donbas by soft power.”

What is ATO?

Recall that the first such attempt was undertaken by the Ukrainian authorities in September last year. However, the subsequent blockade of Donbass, initiated “ATO veterans” and behind them the oligarchs, deprived Ukrainian government initiatives: the plan remained a Declaration.

Today in Kiev are going to make a new attempt to establish contacts with the “breakaway regions”, showing them the benefits of being a part of Ukraine. To this end, according to the interlocutor of “Kommersant” in the Parliament, for the population controlled by Kiev “separate regions of Donetsk and Lugansk regions” (ORDO) provides “a range of benefits and privileges”.

In addition, it is planned to simplify procedure of obtaining by residents of the unrecognized DND and LNR Ukrainian pensions, to establish trade between the “provinces” and territories controlled by Kiev, to reduce the weight limit on goods carried across the line of demarcation, — the current limit is equivalent to 50 kg for one passenger car, will be increased to 180 kg.

Another measure envisaged by the new law— the cessation of “anti-terrorist operation”. Instead, in the border areas of Donetsk and Lugansk regions is expected to impose martial law.

It is worth noting that in “Oppositional block”, which is considered the most influential political force in the Donetsk and Lugansk regions, expressed particular concern about provisions of the bill, which provides for the rejection of elections in the territories where martial law is in effect. The opposition suspects that the true aim of the authorities is to deprive the citizens of Mariupol and other cities where a critical attitude to the current Ukrainian authorities, the right to participate in parliamentary and presidential elections.

One coalition, two concepts

However, the main debate around the law goes not on the question of whether to vote for residents of frontline towns. The politicians, grouped around a member of the ruling coalition of the party “people’s front”, causing dissatisfaction with the direction of the document, in their opinion, too pacifist and spineless. Most determined by the Secretary of national security and defense Oleksandr Turchynov.
