In the state Duma proposed to cancel the useless restrictions for bloggers

Submitted to the Duma a bill to ban VPN services and anonymizers in Russia contains a paragraph which would save the bloggers from introduced in 2014 restrictions and to cancel the registry.

Distribution rules for bloggers publicly available information “found to be ineffective,” reads the explanatory note to the bill.

Starting in 2014, the bloggers, whose audience exceeds more than three thousand people per day, are required to register, then they bring in the special register of Roskomnadzor. They must abide by the same rules as media: for example, to be responsible for the accuracy of the information published and not to use foul language.

In just three years the registry got about two thousand pages. None included in this list punished according to the law was not.
