The head of the CEC of Russia, Ella Pamfilova said that the new voting mechanisms more favorable to the opposition.

Senators Andrei Klishas and Anatoly Shirokov on 3 March submitted to the state Duma a package of bills aimed at increasing transparency of the elections of the President and other levels of government, liberalization of the approach to the appointment of observers and greater accessibility of polling stations. The bills were adopted in the first reading on 12 April. The second reading of the legislative initiative has been significantly improved, more elaborate voting procedure for the actual location on election day instead of voting with absentee ballots. On Friday, the Duma passed the bill on second reading.

“The bill, which passed its second reading, it is more advantageous to the opposition than the ruling party, since the procedure takes the system of socio-political control,” — said Pamfilova in interview to the program “Vesti on Saturday”.
