The Commissioner for human rights under the President of Russia Anna Kuznetsova is not possible to restrict results children in foster care only to relatives, because not every child they have. It is reported by RIA Novosti.
The Ombudsman noted that the priority of relatives in the provision of guardianship is already established in law.
12 may on TV channel RT reported that the deputies of the state Duma Sergey Vostretsov and the head of the National parent Committee Irina Volynets a draft law, allowing to take children into care only to relatives. They argued that the resources allocated for the guardianship allowances attract unscrupulous people. The authors of the document wanted to leave to other people the right only to adopt children. In this case, they will not receive regular additional payments from the state.
Later Vostretsov stated RIA Novosti that he had not proposed to ban to give custody to all but relatives. However, according to him, need to be more clearly a priority right of relatives to custody and to limit the number of children that a family can take.
The Minister of labour and social protection of Russia Maxim Topilin March 9, called a lure for potential guardians free apartment, relying orphan child under guardianship. It is suggested not to provide such housing.
