The Federation Council has promised not to ban self-employed citizens travel abroad

Now in Russia there are from 15 to 22 million self-employed people.

Moscow. May 12. INTERFAX.RU — Bill senators about the development of the self-employed of the informal sector does not provide for a ban on travel abroad and limitations in medical care. About it reports a press-service of the Federation Council.

“The Federation Council discussed developed by senators bill on self-employed people (those who are engaged in their own business, without employees, and not paying taxes — if)… As noted by the meeting participants, the draft law does not foresee any prohibitive measures against the self-employed. In particular, there were no prohibitions regarding the provision of health services, pensions, travel abroad, etc”, — said the press service of the Federation Council.

Earlier in mass media there were messages that self-employed citizens who pay taxes, may prohibit travel abroad.

The meeting was organized by the Federation Council Committee on budget and financial markets. It was attended by senators, representatives of the Ministry of Finance, Ministry of justice, Ministry of health, labor, audit chamber, Federal tax service, state extra-budgetary funds.

The head of the Committee Sergei Ryabukhin said that the category of self-employed people in Russia are quite numerous — according to various estimates, it ranges from 15 to 22 million people.

According to the report, the current legislation establishes the procedure of tax accounting of the physical persons not being individual entrepreneurs and physical persons providing services for tutoring, supervision and care for children and persons needing constant care, cleaning and housekeeping. To date, provides for the exemption of these categories of citizens from tax on income of natural persons and insurance premiums for a period of two years. In this case the regions are granted the right to install other services, income from provision which are exempt from taxation.

“However, currently, there remains uncertainty in respect of taxation after the expiration of the exemption from tax on income of physical persons and insurance premiums”, — quotes the press service of SF words ryabukhina.

The idea of patents

Senators in the forthcoming bill proposed to make amendments to the Tax code of the Russian Federation and provide for individuals who provide certain types of services without registration as individual entrepreneurs, the possibility of tax received by them from such activities income in the form of the acquisition of the patent.

The subjects of the Russian Federation will be free to determine the amount of fixed advance payment, taking into account peculiarities of the region, the report said.

“The premiums for this category of taxpayers is proposed to be set at a lower rate — 5 percent of the minimum wage per month in a single payment (3% — for compulsory pension insurance and 2% for compulsory health insurance), — have informed in a press-service.

According to ryabukhina, these changes will allow for the self-employed to create transparent conditions of business and payment of tax on income of natural persons and premiums.

“The law needs to be mechanisms that would allow this category of citizens, to legalize, to come out of the shadows, and the sooner it happens the better,” said the Senator.

For its part the Vice speaker of the Federation Council Yevgeny Bushmin has noted the need to define in the legislation the concept of “self-employed”, the mechanism of taxation and the involvement of regional and local authorities in this process.

In his opinion, the self-employed, receives from its activities income below the subsistence level, do not have to buy the patent. Bushmin said that the registration of self-employed should be implemented in a declarative and not permissive order, the report said.
