Up to 100 people, interior Ministry proposes to increase the number of staff in foreign offices of the Ministry. Thus, I believe the police Department will be able to increase the efficiency of international cooperation in combating transnational crime and migration issues.
MIA of Russia has prepared a draft presidential decree “On representative offices and the representatives of the Ministry of internal Affairs of the Russian Federation abroad”. The document stipulates a total staff of employees of the interior Ministry saranapala 100 people. This stipulates that for the introduction of new staff positions will not require increasing the overall number of internal Affairs bodies, however, the reorganization will be carried out not at the expense of the Central apparatus of the interior Ministry.
As suggested by the authors of the draft decree, the offices of the Ministry of interior will include governors, their deputies and specialists. The Ministry will send its employees “to work in diplomatic missions and consular offices” of Russia, and representative offices of the Russian Federation in international organizations without the inclusion in their number of staff. Employees of foreign missions of the Ministry of interior will be appointed by the Minister of internal Affairs of the Russian Federation in coordination with the Ministry of foreign Affairs of the Russian Federation and the competent bodies of the States in which they will work. Financing of expenses on maintenance of representations will be made at the expense of funds allocated from the budget of the Ministry of internal Affairs on international cooperation.
We will remind that last year the Ministry of internal Affairs has experienced perhaps the most significant reform in recent times. By the decree of the President of Russia of April 5, 2016 from the Ministry of interior were removed the internal forces, private security, special forces, SWAT, aviation and other units, on the basis of which was created Regardie. At the same time, the Ministry transferred the functions of the abolished Federal service for control over drug trafficking and Federal migration service. These departments had their own representatives in foreign States that have also moved to the Ministry of interior. At the moment, as reported by “Kommersant” in the police Department, in the foreign missions work of 77 people. The increase in the number of employees up to 100 people will allow to open representative offices in those countries where they do not exist, or personnel to strengthen existing — where international cooperation is particularly relevant today.
According to the authors of the draft decree, the strengthening of the system of foreign missions of the Ministry of internal Affairs of Russia will enhance “the efficiency of interaction of the Ministry of internal Affairs of the Russian Federation with the competent authorities of foreign States and international organizations in the field of combating transnational crime and migration”. Speech, in particular, is the fight against drug trafficking, terrorism and cybercrime. In the explanatory note to the draft decree separately emphasized that its implementation “will not affect the achievement of the objectives of state programs of the Russian Federation and will not entail additional outlays from the Federal budget”.
