During the presidential election in 2018 classic “paper” election procedure can duplicate the electronic. The proposal to the head of the Central election Commission (CEC) Ella Pamfilova appealed to business Ombudsman Boris Titov about what “news” told the Commissioner. The CEC announced that the proposal can be implemented in test mode, but only if you do not have to change the law.
To use the blockchain for voting Boris Titov suggested at a meeting with Ella Pamfilova in March.
— While we are about to carry out in one or two regions of the experiment: to replicate the classic paper voting ballot voting using the blockchain-the platform, — told “Izvestia” Boris Titov. — This platform has yet to develop — to combine the Constitution the principle of the secret ballot with verification of each particular voice.
Now the Party of growth, led by Titov, tested internal electronic voting system, then it is planned to transfer to the CEC.
CEC member Anton Lopatin has informed “news” that the initiative of the business Ombudsman can be implemented subject to several conditions.
— If it is possible to organize parallel e-voting, without changing the requirements of the law, then we are likely to agree to spend it in a test mode, said Anton Lopatin. — The main thing that people don’t have any psychological problems. After all, there are citizens who are afraid of electronic voting. The number of voters will agree and someone will start talking about “stuffing”. It is necessary to consider, to look at the system. We are trying to use technical means to minimize the “human factor”.
Internet Ombudsman Dmitry Marinichev told “Izvestia” that the polling stations will be along with a newsletter to give a unique “token” that will allow you to log in and vote in the electronic system based on the blockchain. “Token” is a one-time code, recorded on any medium. After entering the code it will be possible to vote for selected candidate. The voter can vote either by using the computer installed on the site, or download a special mobile app to vote on your smartphone.
Boris Titov noted that the realization of the project electronic voting together with the classic will only be possible after legislative consolidation of the concept of “blockchain”. A similar bill, according to the head of the working group on cryptocurrencies in the state Duma Elina Sidorenko, should be developed and adopted before the end of the autumn session of 2017.
The next step is the equalization of the rights of remote electronic voting and paper. In the future we will certainly move on to voting exclusively electronic, — said Boris Titov. — This will allow to vote to the mass of wage workers from big cities, which are far from the actual place of residence. Now vote for them turns into so significant waste of time and money that these people are de facto denied their right to vote. And they implement their political preferences in the squares.

In addition, the business Ombudsman stressed that the registration of the results of voting on the blockchain-the system closes the possibility of manipulation in elections. And it will exclude from the agenda the issue of possible falsification.
Advisor to the President of the Russian Federation Herman Klimenko is sure that today the citizens of Russia are not ready to vote. To online services they still are skeptical.
— If society doesn’t understand how works this system of voting, and trust it will not be. The electorate is conservative. It is not only in our country. The whole world is not yet ready to abandon the current model of voting, — said Klimenko. — Translation of voting electronically will happen, but not soon. And if the election to make electronic why use the blockchain? It is an expensive technology. In Russia, for example, has long has an electronic signature. They fulfilled and safe.
The Russian presidential election should be held in March 2018.
