By the end of 2016, the service has recorded a reduction in the number of alcohol addicted patients in Russia.
The CPS has prepared a report on the results of work for 2016. From this it follows that in Russia, 36% decreased the number of patients taken on dispensary observation with a diagnosis of alcoholism, which was raised for the first time. 24% decrease in the number of patients with alcoholism, consisting on the account in medical-preventive organizations.
With Smoking was also observed positive dynamics — the prevalence of tobacco use among the adult population fell by 39%
The report “About results of activity of the Federal service for supervision of consumer rights protection and human welfare in 2016” was signed by the head of the service Anna Popova 12 April (there is a “News”). He was sent to the Federal bodies of Executive power. In Rospotrebnadzor said that the document was sent to departments “for inclusion of their materials.” The final version of the report will be submitted to the government in June, said in the service.
The document says that “the implementation of the CPS complex of measures aimed at reducing alcohol abuse, tobacco consumption in 2016” there have been significant changes.
So, a 36% decrease in the number of patients taken for clinical supervision with newly diagnosed alcoholism, and 24% decrease in the number of patients with alcoholism, consisting on the account in medical-preventive organizations.
The report also said that 39% decrease in the prevalence of tobacco consumption among adult population of Russia. While the CPS has been unable to verify, based on which figures were calculated.

The Director of the Federal medical research centre of psychiatry and narcology of Ministry of health Tatyana Klimenko reminded that, according to the law “About bases of health protection of citizens” (323-FZ), in 2011 the Russians can get to follow-up with their voluntary informed consent.
— When health care organizations began to comply with these requirements, we have naturally decreased the number of patients that we take on clinical supervision, so for the last few years there is a reduction in the incidence of diagnosed alcoholism, — said Tatiana Klimenko.

When they receive the data, compare them with lists of people who have the right to drive vehicles, and as a result are deprived of their rights, — said Tatiana Klimenko, adding that this information is gradually spread among patients — people are less likely to seek medical help.
According to the Federal medical research centre of psychiatry and addiction, in 2016 to follow-up with a diagnosis of alcoholism taken almost 95 thousand people (in 2015 this figure was more — 103 thousand people).

Director of the Institute of narcological health of the nation Oleg Zykov considers the data of Rospotrebnadzor in alcoholism are correct, but adds that “everything that is happening with medical observation, does not have a direct correlation with the General level of substance use”.

The Chairman of the Board of the International Confederation of consumer societies Dmitry Yanin said that a large number of restrictions in the alcohol and tobacco industry adopted in recent years contributed to a refusal from harmful habits. As an example he cited the ban on selling beer in kiosks, limiting sales of alcohol at night, the constant increase in excise duties and the inability to smoke indoors. Dmitry Yanin sure that the number of smokers in 2016 fell by only 10%, and the total number of smokers in the country is around 30 million people. In this case, said Dmitry Yanin, statistics on mortality from accidental alcohol poisoning shows a sharp improvement. According to the Confederation, in 2005 it amounted to 41 thousand people, and in 2016 — 8.3 thousand people.
