Pilots with part-time education left behind

The Federal air transport Agency in early April, stopped the issuance of certificates of commercial civil aviation pilots graduates of correspondence departments of higher educational institutions. The reason — the lack of correspondence required amount of flight experience. A Directive sent to all interregional territorial administration of air transport.

As told “Izvestia” in the Federal air transport Agency, in February of this year, has revealed a scheme allows to obtain the testimonies of commercial pilots to people who did not have the required amount of flight training.

— About 300 people were going to use this channel in the near future, among them were those who earlier pilot certificate has already been cancelled, — told “Izvestia” in the Federal air transport Agency. — Currently we have stopped the issuance of certificates for all who studied in absentia.

According to the representative of Rosaviation, the scheme was as follows: citizens first has entered the Russian and foreign aviation training centers, for example, in Minsk. There for a short period, they received testimonies of pilots of civil aircraft which do not give the right to get a job in commercial aviation and are not allowed to engage in the transportation of passengers and cargo. They were further enrolled in the correspondence Department in one Russian University of civil aviation on the preparation direction “Airnavigation” the profile “Flight operation of civil aircraft” and two years later was produced with a bachelor’s degree. Having a pilot certificate and a higher education, they have received a formal right to apply for a certificate, commercial pilot.

In order to become a pilot for a major airline, such a document is usually small; the airlines require the candidate to work a RAID in a few hundred hours. For example, to get a job at Aeroflot, the pilot must have experience flying at least 500 hours on a specific aircraft type (Airbus or Boeing).

On correspondence courses are exclusively theoretical knowledge. Flight practice in the curriculum is not included. However, this scheme makes it relatively easy to obtain a pilot certificate for commercial aviation without obtaining the necessary practical skills of piloting the aircraft.

Currently, all the chiefs of the interregional territorial departments of air transport and the officials responsible for the issuance of certificates of aviation personnel, have been instructed not to issue certificates based on the diplomas of correspondence education.

The Federal air transport Agency acknowledged correspondence training of aviation personnel sufficient grounds for the issuance of evidence of specialist aviation personnel of civil aviation of the Russian Federation on the basis of paragraph 1 of article 52 and paragraph 4 of article 54 of the Air code of the Russian Federation. In particular, we are talking about the rule that training of aviation professionals is carried out according to training programmes approved by the competent authority in the field of civil aviation.

Chairman of civil aviation of the public Council of Rostransnadzor and honored pilot of the USSR Oleg Smirnov agrees that graduates of the training centers are not eligible to work in commercial aviation.

Aviation training centres do not provide the necessary flight training so their graduates are in any case should not be allowed to fly in commercial aviation. This is unacceptable. A commercial pilot can only be a graduate of secondary or higher flight school, and certainly state. And various training centers designed to train pilots exclusively for General aviation, — told “Izvestia” Oleg Smirnov.

The Federal air transport Agency noted that the measures will not affect those citizens who have already got secondary professional education and has a current certificate of commercial pilot.

Trade Union of flight structure of Russia are counting on the fact that the actions of the aviation regulator will not affect those commercial pilots-time students, who legally managed to get their documents.

— If someone, somewhere, was preparing pilots for non-approved educational programs, it should not suffer — they are not to blame. A lot of people. The head of the analytical center of the company “Aviapersonal” Margarita Uschina believes that changes in the training requirements for aviation personnel must be systemic.

— These changes should affect the broad regulatory framework, as the minimum Federal aviation regulations and Federal state educational standards, and transportation and educational strategies. Diplomas of specialists who have already graduated or graduating education by correspondence, should remain suitable for employment in work, — told “Izvestia” Margarita Uschina.
