The government is discussing ways to improve work with documents. One solution could be the transfer of interdepartmental document circulation on the blockchain or any other secure system for remote information exchange, and use machine learning technology. This is a subclass of artificial intelligence that is able to learn based on specific parameters. Its objective is the digital reform of the government, where there is still any exchange of information takes place on paper, which slows the promotion of any initiative. In particular, the working group is discussing the possibility of preparation of projects of normative-legal acts, amending them and store them in special registers on the basis of the blockchain (the technology of distributed data storage, providing data integrity and reliable protection), says the task group. Now each Ministry has its own electronic database, and, for example, officials of the energy through it to learn about the initiatives of the Ministry of Finance.

To use the mechanisms of the blockchain and machine learning in the public administration and the Russian economy will be developed special rules according to the materials of the working group. Also there are special rules for the placement of, access to and use of public data, including open.
— At the meeting of the working group on the digital economy the sum needed for the establishment of a government archive was not discussed. The Ministry of Finance at the meeting of the remarks are not expressed, explained one of the participants of the working group.
The government also wants to optimize the timing and procedures for the preparation of normative legal acts and to establish a system of traceability of their history: from development to adoption. Civil servants will need to interact strictly in the paperless form, is emphasized in the task.

— The creation of such systems in the civil service makes sense. Director of the Institute of strategic analysis FBK Igor Nikolaev believes that the new technologies applicable in the civil service, but the problem of quality of government documents will remain.
— I think it is applicable in the civil service. But the problem of preparation of normative legal acts in this. The problem is their content. And this digital technology is not solved. The quality of the documents directly depends on the employees, — says Igor Nikolaev.
Order of the Ministry of communications and Ministry of economic development to review the possibility of applying blockchain technology in the public administration and the economy was given by Prime Minister Dmitry Medvedev. According to him, the blockchain technology can contribute to getting rid of the excessive bureaucratization of business.
The press service of the Ministry of economic development “news” confirmed that the Agency is considering possible changes in the rulemaking.
– In terms of the revision and optimization of the procedure of development, adoption and application of normative legal acts – the Ministry of economic development is engaged in the study of this order, including with the participation of the Ministry of justice of the Russian Federation.
