The state Duma Committee on state construction and legislation recommended for adoption in the first reading a package of amendments to the electoral law, was developed by members of the Federation Council Andrey Clisham and Anatoly Shirokov. It is reported by TASS on Tuesday, April 4.

The bill, in particular, provides for the abolition of absentee ballots on elections of the President of Russia in 2018. It is assumed that citizens will be able to vote at their place of stay in advance by submitting an application to a special area of the CEC.

The bill makes it mandatory broadcast from polling stations on election day. This practice has been applied in the course of election campaigns, but has not been enshrined in legislation.

In addition, the package of amendments intended to increase the penalty for unlawful issuance of a Bulletin by almost 10 times — from 3,5 to 30 thousand rubles.

At the end of March, the Chairman of the Central election Commission Ella Pamfilova said that the Agency is preparing proposals on amending the electoral legislation in terms of early voting. It is not excluded that this mechanism may be canceled.

The bill of senators was introduced in the state Duma on 3 March. While Klishas noted that Russians perceive the absentee as a tool of vote rigging.
