In the state Duma introduced a bill on labor education in school

Moscow. March 29. INTERFAX.RU Member of the Federation Council Viktor Kress, and Alexander Volkov has offered to introduce vocational education at all levels of General education in Russia. The initiative is placed on Wednesday in base of legislative activities of the lower house of the Russian Parliament.

In the explanatory note the authors note that the current wording of the law “On education in RF” no concept “labor education”. In addition, the law establishes that the involvement of students without their consent, and of underage students without their parents ‘ consent to work, not provided an educational program, is prohibited.

“A broad interpretation of this provision of the law leveled labor education in educational institutions”, — says the Senator.

In this regard, the project contributes to the existing legislation changes, aimed at creating legal conditions to ensure the implementation of labor education in the educational process.

So, according to the draft law labor education should be implemented at all levels of General education in the framework of development of basic educational programs in accordance with Federal state educational standards and (or) additional educational programs.

The inclusion of students in the development of works in the framework of labour upbringing (with the exception of works included in the duties of employees of educational organizations) is carried out in accordance with the requirements of the state sanitary-epidemiological rules and norms, taking into account age and individual characteristics, health status, interests and abilities of students.

Meanwhile, in the fall of 2016, it became known that the Committee on education and science of the state Duma began work on a package of legislative proposals of the Ministry of education, including those relating to labor education. The head of the Committee Vyacheslav Nikonov said in October that “the return of labour education sparked a lot of debate”, but MPs are going to find out how you can implement these standards.

In turn, Deputy Minister of education and science of the Russian Federation Veniamin Kaganov said at the time that the Ministry of education encountered difficulties: students have to instill a love of work, but teachers are afraid to bring them to work and activities.

In February 2017, the Minister of education and science of the Russian Federation Olga Vasilyeva said that the Ministry of education is ready to support the bill on labor education students, which prepares the state Duma. “I know that your colleagues in the Duma is preparing the law on labour education, which we will support with both hands,” said Vasiliev on 14 February at the all-Russian forum “Cooperation of family, school, councils of women in civil and Patriotic education of the younger generation” in the women’s Union of Russia.

Previously Vasiliev repeatedly stated that students must work, including for the benefit of the school, since it is an important element of education.
