The state Commission decided to find the Arctic host

ARKHANGELSK, March 29. /TASS/. Development of the Arctic requires collaboration between departments, companies and regional authorities, which will become possible when creating a single coordinating authority and the adoption of the law on the Arctic. To such conclusion participants of session of the state Commission on development of the Arctic in the discussion of the main parameters of the state program on the socioeconomic development of the Arctic zone of the Russian Federation for the period till 2020 in the framework of the forum “Arctic – territory of dialogue”.

According to the Chairman of the Commission, Deputy Prime Minister Dmitry Rogozin, the Commission has to agree on the basic parameters of the program to the next day of the forum to submit a consolidated position to the President Vladimir Putin.

The special representative of the President of Russia on international cooperation in the Arctic and Antarctic Artur Chilingarov, one of the most authoritative experts in the region, supported the idea to adopt a law on the Arctic, which will regulate the development of the region.

A new approach to the Arctic

The draft Federal law “On the development of the Arctic zone of the Russian Federation”, submitted to the government in November last year, offers a new approach to the comprehensive development of the Arctic zone of Russia through the creation of so-called “reference areas” for the development of the region. Deputy head of the Ministry of economic development Alexander Tsybulsky said earlier that the Ministry after a year refused to separate law on the grounds that the existing legislation is sufficient.

Rogozin supported the proposal Chilingarov, stressing that the development of the Arctic also needs a permanent coordinating body, whose role can be defined in the law.
