The ex-mayor of Barnaul probation for official misconduct

Moscow. March 24. INTERFAX.RU — the Central court of Barnaul (Altai Krai) on Friday found the former mayor of the city Igor Savintsev guilty of malfeasance and sentenced him to four years imprisonment, the correspondent of “Interfax” from a court.

Savintsev convicted of abuse of office and attempted misappropriation and embezzlement of entrusted property in especially large size (part 2 of article 286 of the criminal code, part 3 of article 30, part 4 of article 160 of the criminal code).

“Decided to give him a sentence of four years imprisonment. To consider a conditional sentence,” read the verdict by judge Marina Novikova. In addition, the former mayor shall reimburse more than 300 thousand rubles for legal costs.

In court it was proved that from August 2009 to April 2013, as mayor of the city of Savintsev used in their order information on the generated municipal land. On the territory of the city was to find five sites with a total market value more than 60 million rubles. On the right of their lease legally claimed by several organizations, however, the land was transferred to the bypass procedure established by law and at a lower price controlled Savintseva persons and to members of his family.

The investigation of the criminal case against Savintsev, which was filed in June 2015, was completed on 19 April 2016. The investigators questioned more than three hundred witnesses, has conducted many searches, about 50 seizures of documents, more than 20 forensic examinations.

Savintsev all this time was under house arrest, was arrested on his property in the amount of 350 thousand rubles. The guilt he did not recognize.

Savintsev was head of Barnaul since August 2010. After excitation of criminal proceedings on 11 August 2015, he has filed a resignation “for health reasons”.
