Money FSO is lost in the reception hall of the residence of the President of Russia
Detained the head of the FGUP “ateks” of the Federal security service.
In Moscow detained the head of the Federal state unitary enterprise (FSUE) “Ateks” the Federal guard service (FSO) Andrew Fireplaces and CEO “Stroyfasad” Stanislav kuner. They are on the case of plunder of budgetary funds at execution of the contract for construction of the complex objects in the residence of the Russian President in Novo-Ogaryovo. Simultaneously searches were held in the St. Petersburg office of OOO “Stroykomplekt” related company “Baltstroy”, which acted as a subcontractor of “Alexa”.
Criminal case about plunder of budgetary funds in especially large size investigating the Investigative Committee of Russia (TFR). As part of the investigation in Moscow today was arrested the head of the Federal state unitary enterprise (FSUE) “Ateks” the Federal guard service (FSO) Andrew Fireplaces and CEO “Stroyfasad” Stanislav kuner. They have already questioned, is now considered the question of the measure of restraint.
Caused by the theft, the damage is not yet known, but we know that the investigation concerns the construction of the FSO object “Ogaryovo”, the customer of which was organized by the Federal security service. The contract between the customer and the Federal state unitary enterprise “”Ateks” for the design and construction of the garage, hotels with gym, hangar for storage of Park equipment, home techniques, commandant, checkpoint, boiler-house and fencing and management supervision of the FSO was signed in December 2012. Its cost amounted to about 5.7 billion rubles In July 2013, the builders got the land for this project, as well as advance, in accordance with the contract, they had to finish the work on 30 November 2014. Later the completion date was postponed to 31 March 2015, however this date the object was not delivered. As of 1 April 2015 the cost of the outstanding works under the contract totaled RUB 2.4 billion.
In connection with failure to fulfil contractual obligations FSO appealed to arbitration, requiring the builders to pay an indemnity to 77 million rubles. During the proceedings it emerged that “actually the work was done even less than the stated claim”. “This does not apply to the subject matter of the dispute and is within the competence of other law enforcement bodies”, — concluded arbitration. The latter circumstance led to the criminal case of embezzlement of budget funds allocated for the construction of the object.
According to “Fontanka.ru”, Andrew Fireplaces and Stanislav kuner was detained in the investigation of cases of smuggling alcohol, accused along which the St. Petersburg billionaire Dmitry Mikhalchenko, who was arrested on 30 March last year. According to investigators, Mr. Mikhalchenko tried to bypass customs under the guise of construction sealant to bring in owned restaurants and hundreds of bottles of rare French cognac. The sources in law enforcement bodies of the capital told that the new case — the result of the confessions of Mr. Mikhalchenko.
In parallel, the FSB conducts searches in the St. Petersburg office of OOO “Stroykomplekt” related company “Baltstroy” (affiliated with the arrested billionaire Dmitry Mikhalchenko). As informs “Fontanka.ru”, the ex-Director of “Stroykomplekt” Dmitry Torchinsky detained. The company, which is now headed by Maxim Orlov acted as a subcontractor of the Builder FSO FGUP “Ateks”.
