The head of the Duma Committee for labor and social policy Yaroslav Nilov proposed to keep the parent capital in the regions with low birth rates, according to video News Service. Thus he commented on the initiative of their colleagues on the replacement of the lump sum flexible system of support for families.

“The idea of mercapital has not outlived its usefulness, it just needs to be adapted to current realities on the basis of the demographic situation in each region, — said Nilov. — Now, I believe it should not be equally distributed across all regions — it’s time to use this incentive only where you need to save the demographic situation”.

The MP added that in regions with a high birth rate of the payments should be terminated, and where there is a need for natural growth of the population, should increase the amount of the benefit.

In turn, the Deputy Chairman of the Federation Council Committee on constitutional legislation and state construction Elena Mizulina also spoke for the preservation of matkapital. On the Senator’s website notes that for the duration of the program was recorded stable growth of birth rate and number of births per woman of reproductive age.

“One of the most pressing problems that can solve the parent capital, — the housing problem. I am convinced that in this direction and need to continue to move,” — said Mizulina.

Earlier, on 13 March, a member of the Duma Committee on labor, social policy and veterans Affairs Sergei Vostretsov and chair of the National parent Committee Irina Volynets proposed to abandon the parent capital. Instead, they offered monthly to pay the parents of three thousand roubles for one child, eight for two thousand and 15 thousand for the three children.

Since 2007, Russian families have given birth or adopted two or more children, a program of the parent capital. Currently the allowance amounts to 453 thousand rubles. The money can be spent on improving housing conditions, a pension to the mother, the child’s education, equipment housing means for children with disabilities, or to pay off the mortgage. The labour Ministry has proposed to extend the program until 2023.
