The bill proposes to amend the Code of administrative offences and the Federal law “On protection of health of citizens from impact of ambient tobacco smoke and consequences of tobacco consumption”. The authors of the project said that the purpose of the bill is “improvement of legislation in the sphere of health protection of citizens from the effects of the use of electronic devices that produce an aerosol, vapor or smoke.”

The draft law proposes to limit the use of wapow and hookahs “in certain territories, in rooms and on objects.”

In addition, the authors advocate the restriction of advertising of electronic Smoking products and hookahs.

The authors also called for restriction of trade hookahs and wapama and a ban on the sale of these products to minors.

The authors of the law noted that the use of electronic Smoking products “is the promotion of tobacco consumption, because the users of those products and individuals who smoke tobacco products, similar behavioral characteristics”.

“The adoption and implementation of the project of the Federal law can lead to reduced tobacco consumption, and use of electronic Smoking products and hookahs,” concluded the authors of the project.

In Russia already there are some restrictions on the use of wapow. So, Railways have banned the use of “electronic cigarettes and other electronic delivery systems nicotine” in the long-distance trains.

In addition, since the end of January electronic cigarettes were excluded from the list of goods that can be sold to “long-distance” trains. In the Railways believe that using e-cigarettes interfere with the other passengers, including children.
