The head of the Duma Committee on security and combating corruption Vasily Piskarev proposes to introduce criminal liability for owners of animals if these animals behave aggressively towards the person, informs on Wednesday the press service of the MP.

Earlier it was reported that investigators in Yakutsk opened a criminal case into the death of two-month girl killed the dog of combative breed.

“Today in the Russian legislation there is no clear regulation of the conditions of keeping of Pets and in particular dogs, which, judging by recent tragic events, are as much a threat to the life and health of people as a weapon. Animal, de facto, constitutes a source of danger, and in this regard it makes sense to speak about human responsibility, acts or omissions which led to the fact that the animal was actually an instrument of crime” — the words quoted Piskareva in the release.

It is noted that the Piskarev proposes to introduce criminal liability, that is, a special composition, for citizens-owners of animals and for officials responsible for the maintenance of homeless animals, if these animals behave aggressively to a person causing harm to his health or even death.

“Today, if every second, certainly every third person gets a pet because we desperately need new rules for keeping animals in the cities and settlements of Russia. I urge colleagues and specialists from the relevant ministries and departments to update the work on the bill “About responsible treatment of animals” and include responsibility for violation of requirements to such a terrible tragedy is not repeated,” said Piskarev.
