Moscow. March 1. INTERFAX.RU — the staff of the Moscow state Conservatory named after Tchaikovsky State Institute of art studies, Russian Institute of art history at the Saint-Petersburg Conservatory named after Rimsky-Korsakov from the beginning of 2017 faced with a full or partial non-payment of wages, reports “bi-Bi-si” with reference to the employees of these cultural institutions.

Thus, according to “bi-Bi-si”, in the Moscow Conservatory wages are not paid for two months at the St. Petersburg Conservatory, some since the beginning of the new year do not transfer money at all, and others pay substantially less than half the salary. At the same time, as they say their Moscow colleagues, the salary of such institutions as “ridiculous” is 2.5 or 5 thousand rubles, and the principal amount payments are grants and other extra-budgetary funds, which amounts can vary and are not spelled out in employment contracts.

In the accounting of University staff say that the state does not come out of the budget. Management of educational institutions informally argues that this is due to technical problems at the Ministry of culture

The press service of the Ministry of culture in response to the request of “Bi-bi-si” reported that the Ministry transferred the money to all subordinate educational institutions at the end of January 2017, and explained the delay in the payment of salaries to the technical problems in the system “Electronic budget” and working with this system of institutions. The press service added that now these problems are virtually eliminated.

The “bi-Bi-si” said that the Ministry did not explain how it is associated with the debts, “the Electronic budget” system, which publishes data on Federal budget spending.

Meanwhile employees of music schools are considering the possibility of suspending work due to salary delays. “My colleagues in the Directorate of one of the institutions of culture held a meeting where staff were told what to write statements about the suspension of work due to the lack of payment for their work. But their guide explained that in this case will impose a fine on the institution itself — for 100 thousand rubles for each employee,” said one of the interlocutors of “bi-Bi-si”.
