The first Deputy Chairman of the Duma Committee on state construction and legislation Mikhail Emelyanov supported the idea of holding this year’s Amnesty businessmen convicted of fraud. In his opinion, a good reason may be the three-year anniversary of the annexation of Crimea in structure of Russia, reports RIA Novosti.
With the initiative to declare an Amnesty for entrepreneurs on Saturday, February 25, was made by the head of the presidential Council on human rights (HRC) Mikhail Fedotov. He said that the presidential Council may prepare a bill. Fedotov believes that the Amnesty should concern persons who have committed non-violent crimes who are convicted or are under investigation.
In Russia already carried out Amnesty for businesses. For example at the end of 2014 at the initiative of the President of Russia Vladimir Putin was declared a tax Amnesty. According to the adopted in the summer of 2015 law, taxpayers who declared assets from 1 July until 31 December 2015, fully exempt from criminal and administrative prosecution for tax violations over the past period.
In addition, in July 2013 the state Duma adopted a resolution on economic Amnesty, which has spread from 27 articles of the Criminal code. A prerequisite for the release was the damages to the victims.
