MOSCOW, 15 Feb — RIA Novosti. Basmanny court of Moscow sanctioned the arrest for two months operative 12 division of management “T” of the Central Board of anti-corruption (Guebipk) Ministry of internal Affairs Sergey Astafurov on the case about excess of powers in relation to the owner of the Chelyabinsk pipe rolling plant and its counsel, the correspondent of RIA Novosti news from the courtroom.
“The petition of the investigator to meet, to elect against the accused Astafurova a measure of restraint in form of detention until 14 April,” said judge Arthur Karpov.
The criminal case against Astafurova was initiated in January. According to the lawyer operative Sergei Kapustin, a preliminary investigation has been extended until the summer of 2017.
Astafurov is accused of abuse of office that caused grave consequences.
According to investigators, he in 2014 rigged the materials of operative-investigative activities in relation to the owner of the Chelyabinsk pipe rolling plant (CHTPZ) Andrei Komarov and his lawyer Alexander Shibanov
Astafurov previously worked in the office of “M” Guebipk, which dealt with the suppression of economic crimes in the field of metallurgy.
According to Kapustin, Astafurov his work in the Chapter was returned to the state budget 20 billion rubles.
Kapustin noted that the operative be imputed grave consequences resulting from the illegal initiation of criminal proceedings and the preventive measure in respect of the management of the plant. “He had no official authority for initiation of proceedings, the maintenance requests for the arrest,” said the lawyer, adding that the judge Artur Karpov, addressing the issue of the arrest Astafurova also took procedural decisions on the case CTRP.
