Putin has appointed Arthur Parfenchikov, the acting head of Karelia

Moscow. 15 Feb. INTERFAX.RU — Russian President Vladimir Putin signed a decree decided to accept the resignation of the head of the Republic of Karelia Alexander Khudilainen on their own, said Wednesday the press service of the Kremlin.

The same decree the President appointed Arthur Parfenchikov, the acting head of the Republic of Karelia until the entry into office of a person elected the head of the Republic, freeing him from his post.

Parfenchikov until today was head of the Federal service of bailiffs.

With the offer to lead Karelia Putin asked at a meeting with Parfenchikov. “I want to offer you the position of acting head of the Republic”, — said Putin.

During the conversation, Putin asked Parfenchikov, does he have the desire to make up for “their homeland”. Parfenchikov said Yes, noted the great responsibility that falls on him along with new responsibilities.

“Okay. I wish you success and I will certainly help,” — said in turn, Putin.

Parfenchikov noted the presence in the region’s complex social issues, but expressed the opinion that they can be solved.

“I for ten years, quite a few been there, but, of course, followed the provision that in the Republic of Karelia develops. In my opinion, there are certain problems and there are difficult social issues. I think they can be solved”, — he said at a meeting with the head of state.

Parfenchikov noted that their decision needs to rely on his own strength, but however expressed hope for the support of the Federal centre and the attention of Vladimir Putin to the question of development of the Republic.

Parfenchikov born November 29, 1964 in Petrozavodsk. In 1987 he graduated from the law Department of Leningrad state University. A. A. Zhdanov. Since 1987 worked as the assistant Prosecutor of Olonets district Prosecutor’s office of Karelia, then investigator of the Olonets district. Since 1991 — Deputy Prosecutor of the city of Sortavala, with 1995 — the Deputy Prosecutor of Petrozavodsk, in 2000, he was appointed Prosecutor of Petrozavodsk.

In 2006, he headed the office of the Federal bailiff service (FSSP) in St. Petersburg, becoming the chief bailiff of the city. In 2007 he was appointed Deputy Director of the Federal bailiff service — Deputy chief bailiff of the Russian Federation. On December 29, 2008, he was appointed Director of the Federal bailiff service — chief bailiff of the Russian Federation. Parfenchikov awarded the medal of the order “For merits before Fatherland” II degree. Honored lawyer of the Russian Federation; honored worker of the Ministry of justice of the Russian Federation; honoured worker of the Prosecutor’s office.
