Sergey Mitin headed the Novgorod region since August 2007. His arrival was well received. First, he was succeeded by Mikhail Prusak, who at that time directed area for 16 years and whose level of popularity left much to be desired.

Former press Secretary Prusak Igor Sintsov once told me that the Governor was forbidden to make repairs in the building of the regional administration, “while the budget deficit… to a better life I felt”. But after 16 years the budget remained scarce, and in 2007 the new Governor had to enter the building with polysevshy carpets and shabby wall panels come from the 70s.
