According to him, he prepared a number of amendments to the law “On assemblies, rallies, demonstrations, processions and picketing”. According to the document, if the citizens organized a person and have a common political goal, their shares are recognized as a public event, despite the lack of symbolism and formal requirements. That is, the action would be impossible without the approval of the authorities.

“Everybody understands that the so-called people’s assemblies is a political demonstration, but by law this point is not spelled out. These legislative gaps are often extremists, because there is no problem for normal political community to get permission for the rally,” he explained.

The Deputy of the state Duma from “United Russia” Vitaly Milonov supported the idea colleagues. According to him, today there are cases when organizers of mass actions trying to jaywalk. “Certainly now, when many people try to Scam and cheat the state and society are not telling the rallies, and concealing them under people’s gatherings, you need to make a more clear distinction,” said the MP in an interview with National news service (NSN).
