TOKYO, 7 Dec. /TASS/. The signing of a peace Treaty should be the first step in any negotiations between Russia and Japan on the territorial issue. Such opinion in interview to the newspaper Mainichi was expressed by the special representative of the RF President on the issues of environmental activities, environment and transport Sergei Ivanov.
